A1 Kehr, 988 W County Road D <br />Mr. Kehr addressed original construction costs and over- <br />runs related to the John Rose OVAL; additional work and <br />costs required to facilitate alleged engineering and staff <br />errors and omissions; and increased overall project costs. <br />Mr. Kehr suggested a better use of funds may be <br />revitalizing the OVAL into a community center, creating a <br />more productive operation with considerably less <br />maintenance; with potential to generate profits, rather than <br />continuing deficits. Mr. Kehr opined that such a venture <br />would find strong support among Roseville citizens. <br />B. Eugene Bahnemann, 2656 N Lexington Avenue <br />Mr. Bahnemann opined that several errors were evidenced <br />in Mr. John Kysylyczyn's public comments at the previous <br />meeting. Mr. Bahnemann addressed his recollections of <br />fire department apparatus and equipment; and encouraged <br />Councilmembers to use more care in allocating funds to <br />preserving the historical identity of the City, rather than on <br />Twin Lakes redevelopment, the OVAL, and/or pathway <br />construction. <br />C. A1 Sands, 2612 Aldine <br />Mr. Sands addressed a suggestion made by Councilmember <br />Ihlan at the previous meeting related to business practice <br />analysis for specific projects. Mr. Sands supported a <br />cost/benefit analysis, from a city taxpayer's perspective, the <br />City's viewpoint and a developer's viewpoint. <br />Mr. Sands suggested that the Council further consider a <br />"payback" analysis to determine how and when an <br />investment in a project was paid back. <br />Mr. Sands reviewed several past projects that would have <br />proven beneficial had the Council used such an analysis <br />(i.e., OVAL, Tax Increment District No. 1, and the bridge <br />on County Road B-2 over I-35W). <br />Mr. Sands further noted that the former Parks and <br />Recreation Director had advised the City Council not to <br />proceed with construction of the OVAL without written <br />
