City Council Regular Meeting —10/25/04 <br />DRAFT Minutes - Page 3 <br />3. <br />commitment from the State of Minnesota for cost-sharing <br />of operations and maintenance for a regional facility. <br />Mr. Sands concluded by asking the City Council to think <br />from a business perspective, following best business <br />practice procedures, opining that the Twin Lakes <br />redevelopment project would be a good place to start using <br />the procedure. <br />D. John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn recognized and deferred to Mr. <br />Bahnemann's recollections related to the City's Fire <br />Department. <br />Mr. Kysylyczyn requested that the City Council explain the <br />mural behind the Council dais for public information. <br />Mr. Kysylyczyn also requested that the City Council <br />address the issue of flag etiquette to determine the <br />appropriate location for the various flags. <br />E. Della Gunard, 1716 Ryan Avenue W <br />Ms. Gunard spoke in opposition to the Twin Lakes <br />redevelopment project related to additional retail in the <br />area. Ms. Gunard opined her disappointment with the <br />Planning Commission's apparent lack of interest in the <br />concerns expressed by residents related to the additional <br />and detrimental traffic impacts in considering additional <br />retail development. Ms. Gunard noted specifically the <br />issues she observed near her residence and the proximity to <br />major retail (HarMar and Rosedale) and pedestrian safety. <br />Ms. Gunard also expressed concern that if taxes continued <br />to rise with additional development, many senior citizens <br />would no longer be able to live in their homes in Roseville. <br />Approve Minutes <br />Approve Minutes <br />3.a Council Meeting of October 11, 2004 Council Meeting of <br />Ihlan moved, Kough seconded, approval of the October 11, October 11, 2004 <br />2004 regular meeting as amended. <br />Corrections: <br />
