Attached as <br />background information are the Council-approved minutes from the <br />October llth Council Study Session where the Council discussed these <br />issues. Also attached is the staff report for that meeting that <br />analyzes these issues. <br />The questions the Council would like your feedback on follow. Please <br />indicate your choices by replying to this e-mail and include whatever <br />explanation or feedback you wish. PLEASE REPLY TO THIS E-MAIL AS SOON <br />AS POSSIBLE BUT NO LATER THAN FRIDAY, NOVEMBER 5TH.
