Attached as <br />� background information are the Council-approved minutes from the <br />� October llth Council Study Session where the Council discussed these <br />� issues. Also attached is the <br />� staff report for that meeting that analyzes these issues. <br />} <br />� The questions the Council would like your feedback on follow.
