Vehicle Forfeiture Impound Fee <br />Under certain circumstances, the City is required to seize and impound vehicles in conjunction <br />with various criminal offenses. When this occurs, the City incurs administrative and storage <br />costs that are oftentimes never recouped. By charging a fee, the City ensures that the added costs <br />associated with seizing and impounding vehicles are recouped and therefore not borne by law- <br />abiding Roseville citizens. <br />Staff has surveyed surrounding communities and towing companies, and has determined that <br />these entities charge a vehicle impound fee of $15-25 per day. The proposed fee amount is $15 <br />per day. The fees would be collected when the vehicle is reclaimed or sold at auction. <br />Automated Pawn Shop Fee <br />During the past year, calls for service at the City's pawn shops have increased substantially. <br />Calls at the pawn shop located at 1715 North Rice Street increased approximately 49%. These <br />added calls for service are drawing on the Police Department's resources specific to the recovery <br />of stolen property being pawned. Cases applicable to receiving and recovering stolen property <br />typically involve 4-8 hours of investigative follow-up before the investigationis forwardedto the <br />appropriate charging attorney. <br />An increase in the transaction fees will allow the city to more fully recover investigative costs <br />specific to pawn shop operations. The proposed fee amount of $3.00 per transaction <br />Daycare Fire Inspection Fee <br />MN Statutes 245A.151 allows local officials to perform inspections of licensed daycare facilities <br />to ensure compliance with the Minnesota Uniform Fire Code. The inspection is done in <br />conjunction with the State Fire Marshall's Office. <br />Currently, the City provides general inspection services to ensure that these facilities are <br />compliant with the Code. However, the City does not collect an inspection fee� rather the costs <br />are borne by all taxpayers. By charging a separate inspection fee, the City ensures that the added <br />regulatory costs are borne by those who participate in this business activity. <br />State Statute allows for an inspection fee of up to $50. Staff has calculated that the cost <br />associated with this inspection is approximately $40, and is recommending that this amount be <br />adopted. <br />Underground Fuel Storage Tank Inspection Fee <br />Federal and State regulations require inspections of all installations and removals of underground <br />fuel storage tanks. The City currently charges $28-50 depending on the circumstances. Many of <br />the tank removals require multiple visits which include, but are not limited to, visually <br />witnessing the tank removal, and documenting the soil conditions surrounding the tank. <br />Based upon these added inspection costs, the proposed inspection fee is $100. Staff expects to <br />perform 5-10 tank removals and 1-3 installs per year. <br />� <br />
