Consumer Fireworks Permit Fee <br />MN Statutes 624.20 allows local officials to require a permit for the sale of consumer fireworks <br />within the City's jurisdiction. A local permit process will ensure that retail facilities are properly <br />storing and selling fireworks. Currently, the City does not collect an inspection fee rather the <br />costs are borne by all taxpayers. By charging a separate inspection fee, the City ensures that the <br />added regulatory costs are borne by those who participate in this business activity. <br />It is estimated that approximately 10 retail outlets within the City sell consumer fireworks. State <br />Statute allows for a permit fee of up to $100 for existing retail businesses and $350 for stand- <br />alone businesses. Staff has calculated that the cost associated with the local regulation of the <br />sale of consumer fireworks and is recommending the maximum permit fee allowed by Statute. <br />Building Permit Fees <br />Many of the City's building permit and plan review fees have remained unadjusted since 1997. <br />Since that time, the associated costs have continued to increase and have reached a point that <br />warrants an increase. The proposed fee increases are consistent with the current Uniform <br />Building Code. <br />Financial Impacts <br />Based on the recommended fee adjustments, it is projected that revised fees will generate <br />revenues sufficient to cover the City's added regulatory costs. The applicable revenues and <br />expenditures have been included in the 2005 Budget. <br />Attachments <br />a) 2005 Proposed Fee Schedule <br />Council Action Requested <br />Provide direction to Staff as to the appropriate fees and charges for City regulatory functions for <br />2005, and direct Staff to bring forth a resolution to adopt the 2005 Fee Schedule at the next <br />available Council Meeting. <br />� <br />
