REQUEST FOR COUNCIL DISCUSSION AND DIRECTION <br />Date:11/15/04 <br />Item No. 6. <br />Department Approval: City Manager Approval Agenda Section: <br />DM/DW <br />Item Description: Proposed City Code Revisions regarding Trailers and <br />Recreational Vehicles (PF 3612) <br />� .� Topic Description: <br />Council discussion and direction is sought on the following issues: Trailer regulations <br />and differences between motorized and non-motorized vehicles. <br />L= Trailers: The current City Code language, in Section 407.03Q, regulating the parking <br />and storing of 'trailers' on residential properties, refers to State of Minnesota Trailer <br />Classifications that are no longer in use. Because the State has changed these <br />classifications,the City Code needs to be updated. <br />L.? Types of Recreafion Vehicles: The City Code language regulating the parking and <br />storing of 'campers and camper busses' is also out-of-date and should similarly be <br />revised to reflect today's vehicle types. These terms are not only out-of-date but also <br />are not all-inclusive. Motorized recreafional vehicles and non-motorized <br />recreational vehicles are not individually or specifically addressed. Historically in <br />Roseville, motorized RV's have been regulated similar to automobiles whereas non- <br />motorized RV's have been regulated similar to trailers. The results currently are: <br />A. Motorized RV's can be parkedlstored on a hard-surfaced driveway <br />anywhere on a property. <br />B. Non-motorized RV's must be parked/stored in a side or rear yard, either <br />on a hard-surface or on grass. They are also allowed in a front yard area (such <br />as a driveway) for a maximum of three days. <br />1,�� This has caused confusion and complaints from residents. Based on comments we've <br />received, most feel these two vehicle types should be regulated in the same manner. <br />?,� Possible Solutions <br />?. L First, update the outdated code language regarding trailer classifications without <br />changing the intent of the original code section (407.03Q).
