Note: This exclusion currently allows utility trailers to be stored in side and rear yards.
The reasoning is that 407.02M4 prohibits any vehicle (trailers are vehicles by
definition) with a capacity of over 20001bs in a residential zone. This exclusion takes
trailers, with a capacity of up to 30001bs, out of this prohibition. Section 1018.13F6
would also need to be revised in the same manner.
. The revised "nuisance" (use or activity not allowed) language should also update
the 'camper and camper busses' language and regulate 'non-motorized'
recreational vehicles in a manner similar to 'motorized' recreational vehicles.
The revised City Code "nuisance" language should include:
Section 407.03Q. Storing of Boats, Trailers and Inoperative Motor vehicles in Front
Yards:
1. The storing of the following things for a period of longer than seventy two (72)
hours in the front yard of any residential zoned area:
a. Trailers of any kind, unless supporting a boat of twenty feet (20') or less, or, a
non-motorized recreational vehicle of over 30001b classification (as rovided in
Minnesota Statutes).
Note: This will allow the larger non-motorized recreational vehicles (over 30001bs
gvw) in the frant yard on the driveway but not in a side or rear yard. Also, the
smaller/lighter pop-up campers remain 'trailers' and stay in side and rear yards.
Section 1018.13F6 would also need to be revised in the same manner.
. SuggestedCouncilAcfions:
3.1 Code Amendments: Discuss and provide direction regarding the need to update the
City Code. Since this portion of the Code is not within the Zoning Code, the Council
may wish to establish readings and formal action over the coming months.
Rewrite "recreation vehicle and trailer parking" as a separate section of the Code,
explaining where such activities may occur, rather than where (in the nuisance section)
they cannot occur.
. Council interpretation: Since the current code is unclear, another option is for the
Council to officially interpret the meaning of the code as: "RVs over 20 feet (either
motorized of non-motorized) must be treated the same and kept on the front paved
surface".
:rrrx• u+lQx+lk''arrrnL,lrvh'R,_Na_#virx Lfif+IFJI{_ILE1a011•3641i _cvcng. i rokr-
R1rC'cdsngr{ I I I Gd4drK
