City Council Regular Meeting —11/08/04 <br />DRAFT Minutes - Page 12 <br />the funds in the Park Infrastructure Maintenance Fund. <br />Finance Director Miller responded that the original fund <br />source was excess funds, prior to legislation changes, from <br />Tax Increment Financing (TIF) Districts. <br />Mr. Kysylyczyn sought further clarification as to whether <br />the 2004 Budget, and the proposed 2005 Budget included a <br />projected loss. <br />Finance Director Miller responded that both respective <br />budgets provided for an annual loss at an amount estimated <br />at $100,000 from specific property tax dollars associated <br />with the operation of the skating center. <br />Maschka moved, Schroeder seconded, adopted Resolution <br />No. 10257 entitled, "Resolution Approving a Plan to <br />Forgive the Internal Loan Made to the Parks and <br />Recreation Fund; and Eliminate the Parks Infrastructure <br />Maintenance Fund." <br />Roll Call <br />Ayes: Schroeder, Kough, Maschka, Ihlan and Klausing. <br />Nays: None. <br />3.i Approve Allina Contract to do First Responder EMT <br />Training <br />City Manager Beets provided background information on <br />this Request for Council Action. Mr. Beets noted that Fire <br />Department First Responders and Emergency Medical <br />Technicians (EMT's) were required to take continuing <br />education classes and pass a recertification examination <br />every two years; and further noted that the Fire Department <br />had historically reduced the cost of training through outside <br />agencies. Mr. Beets advised that this year, a bid had been <br />received from Allina that reduced the cost of training; and <br />that Allina would provide medical direction for Fire <br />Department personnel in addition to their medical training. <br />Councilmember Schroeder sought clarification regarding <br />the differentiation for EMT or First Responder training, and <br />Allina Contract <br />First Responder <br />EMT Training <br />
