City Council Regular Meeting —11/08/04 <br />DRAFT Minutes - Page 13 <br />whether First Responder was sufficient, rather than the <br />more intensive and more expensive EMT training levels. <br />City Manager Beets noted that approximately half of the <br />City's current Firefighters were EMT's and half were First <br />Responders, depending on the status of the individual <br />Firefighter's training to-date. Mr. Beets noted that there <br />was no charge for the First Responder training at 40 hours; <br />and the EMT training fees covered an estimated one 120 <br />hours. <br />Councilmember Schroeder referenced Exhibit A of the <br />proposed Fire Department Medical Direction Oversight <br />Agreement for Roseville, noting EMT training shown at <br />$170 per person and First Responder training at $90 per <br />person. <br />Fire Chief Gasaway clarified that the City provided its own <br />in-house training for First Responders at no cost. <br />Eugene Bahnemann, 2656 N Lexington Avenue <br />Mr. Bahnemann questioned why the training was done at <br />City expense when the City's Fire Department was not <br />providing medical services; and whether this created <br />additional expense for the City in training, allowing <br />Firefighters to be trained to move to other departments. <br />City Manager Beets noted that EMT-trained Firefighters <br />were always on a fire scene for the safety of the <br />Firefighters themselves; and the training also included <br />confined space entry training. <br />Maschka moved, Kough seconded, approval of the Medical <br />Direction Oversight Agreement between the City of <br />Roseville and Allina Health System. <br />Roll Call <br />Ayes: Schroeder, Kough, Maschka, Ihlan and Klausing. <br />Nays: None. <br />3.k Approve a Contract to Provide Stand-by Medical Contract to Provide <br />
