However, it will be necessary <br />to excavate within City right-of-way to connect the new homes to these utilities. Street <br />restoration will be necessary consistent with the City's right-of-waypermit policy. <br />Oakcrest Avenue was reconstructed in 1981. <br />�.� The proposal must include a tree preservation plan specific to those trees located around <br />the periphery and include a landscape plan and include required street trees as indicated in <br />the Roseville Street Tree Master Plan. <br />�.') This parcel is a non-platted lot. When platted into Oakcrest Estates it will have a park <br />dedication requirement. Since no new park expansions are proposed within this planning <br />district or an adjacentpark, it is assumed that the applicant will be required to submit a <br />payment in lieu of land dedication amounting to $1,000 per lot. At the hearing Linda Neilson,1349 Brooks Avenue, <br />addressed the Commission seeking clarification on who owns the properiy and the <br />relationship between Jeff Cruz (known owner) and Jeff Brown. As well she sought <br />information on the proposed curb cut along Hamline Avenue. The City Planner <br />explained that Jeff Brown has a purchase agreement with Mr. Cruz subject to the land <br />division approval, and Mr. Cruz supports the request. He added that any proposed curb <br />cut along Hamline must be reviewed and approved by Ramsey County (permit necessary <br />for work in right-of-way) and that the maximum driveway width at the property line (and <br />within right-of-way) is 26 feet. <br />7_� The Commission also sought clarification on how close a structure can be built to an <br />easement. The City Planner indicated that a structure/home can be built up to an <br />easement, but not on an easement.
