City Council Study Session —11/15/04 <br />DRAFT Minutes - Page 3 <br />the lodging tax, and the outlined purpose of the tax proceeds. <br />Councilmember Kough noted that during budget discussions, <br />now was the time to review the tax, its origination, review of the <br />percentage that the City retained for administrative costs, and <br />whether the ordinance needed to be revised. <br />Finance Director Miller responded that the City was retaining <br />five percent (5%) for administrative and fiduciary costs as <br />demonstrated, the maximum allowed, which represented three <br />percent (3%) on top of room costs at motels and hotels in <br />Roseville, and generated approximately $500,000 annually. <br />Dino Lobaido, RVA <br />Mr. Lobaido noted that State Statute was very clear, and there <br />could be no deviation, with final decisions resting with the RVA <br />Board of Directors. <br />Further discussion ensued regarding the promotional video <br />recently completed by the RVA, as part of the Roseville Glows <br />Dedication Ceremony, as an additional marketing tool. <br />Mr. Lobaido noted that the video would also be streaming off the <br />RVA website, and would be sent out to tour operators. <br />Councilmember Ihlan questioned whether the lodging tax could <br />be used for Sister City funding, or other outreach promotions. <br />Mr. Lobaido stated that the RVA was always open to <br />suggestions, contingent on State Statute, and advised he would <br />pass on tonight's comments to the RVA Board. Mr. Lobaido <br />further noted that, as Chair of the State Visitor's Association, he <br />could research the Council's suggestions in more detail. <br />Councilmember Ihlan suggested that Mr. Lobaido provide <br />parameters for partnering between the City and the RVA. <br />Mayor Klausing suggested that Mr. Lobaido provide those <br />comments as part of the annual report of the RVA given in <br />January of each year. <br />
