City Council Study Session —11/15/04 <br />DRAFT Minutes - Page 4 <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided background information regarding the <br />former "sunset provision" of the lodging ordinance, which <br />expired in the late 1990's, and was removed in approximately <br />1999. Mr. Kysylyczyn reviewed the original concepts for <br />creation of the RVA; and opined that the actual tax money <br />benefits realized by the lodging tax may prove to be closer to 20 <br />— 25%. Mr. Kysylyczyn questioned whether the RVA could <br />move their offices into City Hall at a fair-market rent, as an <br />option to realize more benefits. Mr. Kysylyczyn further opined <br />that the City Council was responsible for this business tax. <br />4. 2005 Budget Issues <br />Finance Director Chris Miller provided background information <br />to the City Council via staff inemo dated November 15, 2005 <br />regarding staff's interpretation of Council directives to-date <br />related to the 2005 Budget. <br />Those directives to-date were identified as follows: <br />1. For o the creation of a street li ht utilit . <br />2. For o the creation of a as/electric franchise fee. <br />3. Keep the full-time Naturalist position, with a related request for <br />staff to prepare and present a five-year business plan on the Nature <br />Center for the 2006 Bud et. <br />4. Eliminate the custodian position as of December 31, 2004, with the <br />acknowledgement that some of the existing duties would be <br />erformed b an outside custodial service. <br />5. Eliminate one (1) maintenance position in either the Street or parks <br />& Recreation divisions in a manner that least impacts city services <br />overall. <br />6. Eliminate one (1) civilian position within the Police Department as <br />of June 30, 2004. <br />7. Forgo the creation of a Training Manager position within the Fire <br />De artment. <br />8. Eliminate the $5,000 appropriate for the Council goal-setting <br />session. <br />9. Eliminate the $35,000 a ro riation for the new Skidsteer loader. <br />10. Eliminate the $4,050 appropriation for the National League of Cities <br />Conferences. <br />Finance Director Miller noted that, with the ten items listed <br />above, in addition to the savings from revised healthcare <br />estimates, the revised 2005 Property Tax Levy would be <br />2005 Budget Issues <br />
