City Council Regular Meeting —11/08/04 <br />DRAFT Minutes - Page 4 <br />over, as it would: <br />1) Be detrimental to businesses <br />2) Increase traffic <br />3) Not be indicative of supporting traffic statistics and <br />apparent lack of hazards. <br />Mayor Klausing noted that he was uncomfortable <br />proceeding at this time without prior agenda publication, <br />property study, and more information provided by staff. <br />Councilmember Maschka noted that while he understood <br />Mayor Klausing's concerns, this was standard operating <br />procedure for MnDOT, and time was of an essence. <br />Councilmember Ihlan noted that a City resolution to <br />MnDOT would alert MnDOT to additional local issues that <br />they needed to consider. <br />Mayor Klausing requested that action on this item be held <br />until later in the agenda as previously noted. <br />B. Karen Olson, Gambling Manager, Roseville <br />Speedskating Club at Roseville Bingo Hall <br />Ms. Olson noted that MnDOT had provided no prior notice <br />to closing either Snelling Avenue section, or the current <br />Oakcrest section. Ms. Olson opined that there were major <br />business impacts from the closures that were not readily <br />evident. <br />C. A1 Sands, 2612 Aldine <br />Mr. Sands noted that the City Council and MnDOT needed <br />to take into consideration the 180 households represented <br />in the Oakcrest neighborhood. <br />D. Nate Goldenmann, 1756 Oakcrest Avenue <br />Mr. Goldenmann noted that he had spoken to MnDOT <br />representatives; whom had recommended that recourse for <br />access purposes was to proceed on County Road C and <br />make a U-turn. Mr. Goldenmann urged Councilmembers <br />to encourage MnDOT to consider all options and impacts <br />to residents and businesses. <br />
