��� <br />�_ <br />Dec. 6, 2004 <br />8. <br />Department Approval Manager Approval Agenda Section <br />Item Description: <br />Citizen Advisory Commissions <br />L Background <br />On January 5, February 23, March 8, October 1 l, and November 15, the City <br />Council has discussed organizational issues relating to its citizen advisory <br />commissions. <br />At the most recent council meeting where you discussed these issues, your No- <br />vember 15 council meeting, a majority or more of the Council favored: <br />a. <br />b. <br />c. <br />d. <br />e <br />Reducing the size of the Human Rights Commission; <br />Standardizing the length of citizen advisory terms at 3 years; <br />Standardizing term limits at 2 terms; <br />Clarifying that the Public Works and Transportation Commission has ju- <br />risdiction over some environmental issues; and <br />Clarifying the reappointment process to require a reappointment applica- <br />tion for all persons seeking another term on a standing citizen advisory <br />commission, and requiring that such applicants be interviewed in front <br />of the full council when 3 or more councilmembers so request. <br />See Minutes, November 15 Council Meeting, attached. <br />II. Ordinance and Resolution <br />The attached draft ordinance and resolution are consistent with the Council's <br />most recent discussion and direction. <br />Council's options at this point are to: <br />• Hold the first reading, waive the second reading, and enact the attached <br />ordinance, with or without amendment; <br />• Hold the first reading and schedule a second reading of the attached or- <br />dinance, with or without amendment; <br />. Adopt the attached resolution, with or without amendment; or <br />• Give staff further direction. <br />
