John and Cindy Ridge r
1454 W. Eldridge Avenue ?-O
Roseville, Minnesota 55113
651-633-4737 Cti Fc
Mayor John Kysylyczyn
Roseville City Hall
2660 Civic Center Drive
Roseville, MN 55113
January 19, 2000
Dear Mayor Kysylyczyn,
We attended the January 12, 2000 Planning Commission Meeting at which a request
by Bradley Limited Partnership for vacation of a portion of certain utility and drainage
easements at the Har Mar Shopping Center was approved. It was communicated by
Roseville City staff that no hearing or site plan review was required for this develop-
ment of the property. However, this movement of utilities and drainage is the first step
in the development of a proposed Cub Food Store and there is a very critical
unresolved issue here:
Does Bradley's proposal for the Cub Foods store exceed the amount of
development allowed by ordinance 1006.02 WhiCh states that "not more
than twenty-five percent (25%) of the lot area shall be occupied by
buildings?"
My neighbor, Mark Battis, brought up this issue at the Planning Commission Meeting
and provided some maps and calculations that indicate that the Har Mar Shopping
Center's current buildings are already at 28.5% of the property's total square footage.
It was discussed that there is more than one way to figure this total square footage
because of the complication of non-use easements on Snelling Ave. and County Road
F3. It was reported that Bradlev is usina the entire width of Snellina Ave. and half the
width of Countv Road B in fiaurina Har Mar's total square footaae! This is land which
can never be used for development or parking and on which Bradley does not even
pay taxes. In addition, Bradley may not be including the loading docks, storage areas,
the Ground Round, and Firestone in their calculation of building square footage. I
believe that Bradley's interpretations and calculations obviously do not meet the intent
of this ordinance.
Therefore, I am urging you and the other members of the City Council to
deny Bradley's request for vacation of utllity and drainage easements
pending a determinatfon of the current lot square footage and buildings
square footage at the Har Mar Shopping Center.
