REQUEST FOR CITY COUNCIL ACTION DATE: 0 1/24/00 ITEM NO: H-1 �ep ent Approval: Manag_�p�ved: Agenda Section: � � � � HEARINGS City of Roseville, request for Comprehensive Plan Amendment and Rezoning of land directly adjacent to Le�ngton Park (PF #3 172). 1.0 SU1�II�IARY OF REQUEST 1.1 On December 13, 1999, the Roseville City Council directed the Planning Commission to hold a hearing regarding a Comprehensive Land Use Plan Amendment and Rezoning of certain.property located directly adjacent to Le�ngton Park. 1.2 The essence of the request is to amend the Comprehensive Land Use Plan from Business (B) and High Density Residential (RH) to Park (P) and to rezone the properiy from Three to Twenty-four Family District (R-3A), Limited Business (B 1) and General Business District (B3) to Single Family Residential District (R-1). 2.0 HISTORY 2.1 On October 12, 1998 the Roseville City Council approved a"Lex and B Charge" for both the Planning Commission and the Park and Recreation Commission. The Council requested both Commission's to study their respective parts of a scenario where the 8 acres of land located at Le�ngton and County Road "B" would be used in some mix of six (6) acres neighborhood park (Park Commission) and two (2) acres of "park complimentary" uses (Planning Commission). The Council charge to the Commissions gave some examples of uses that should be examined but were not meant to be limiting. On November 17,1998 the Planning Commission and the Park and Recreation Commission jointly met to discuss the issue, gather some input from the neighborhood, and decide on a course of study and reporting. The Commission reviewed the background and provided a recommendation at their 7anuary 13, 1999 meeting. 2.2 The goal of the study was to forward findings and recommendations of the Park & Recreation Commission and Planning Commission to the Council for a final decision on land use alternatives. 2.3 On March 22, 1999 the Roseville City Council directed staff to prepare and distribute a design and financial feasibility study RFP for developers to determine market, design, and acceptability of the complimentary uses on the two (2) acres at the Lex and B site.
