2.4 The RFP was mailed of over 115 developers, architects and interested parties by May 1, <br />1999. The objective of the RFP was to solicit park complementary and compatible <br />development concepts for two acres of City owned land at the corner of Lexington and <br />County Road B abutting Lexington Park. <br />2. 5 On June 29, 1999 the City Council voted not to accept either of the two (2) RFP's for further <br />consideration and refinement, instead opting to consider a separate park master plan at a later <br />date. <br />2.6 In December 1999, the Roseville City Council directed the Planning Commission to hold a <br />hearing regarding a Comprehensive Land Use Plan Amendment and Rezoning of certain <br />property located directly adjacent to Lexington Park. <br />3.0 REVIEW of REQUEST <br />3.1 The Roseville Comprehensive Land Use Plan identifies Le�ngton Park and the <br />surrounding undeveloped land as Park (P), Business (B), and High Density Residential <br />��)• <br />3.2 The City Council's direction on December 13, 1999 is to consider a Comprehensive Land <br />Use Plan Amendment changing the designation and future land use guide of a mixed use <br />site to a site strictly designated as Park (P). <br />3.3 The Zoning of these parcels are Single Family Residential (R-1) for the Le�ngton Park <br />site (Lots 3, 4, 5, and 6, Block 1, Lexart Addition), General Business District (B-3) for <br />the parcel located at the corner of Le�ngton Avenue and County Road "B" (Lot 2, Block <br />1, Lexart Addition), and Three to Twenty-four Family District for the parcel located <br />along County Road "B" (Lot 1, Block l, Lexart Addition). <br />4.0 STAFF COMMENT & FINDINGS <br />In reviewing this request, staff made the following findings: <br />4.1 The Roseville Planning Commission recommended the undeveloped area surrounding <br />Le�ngton Park be designated Park in the 1994 Comprehensive Plan. (as well as in <br />subsequent editions of the plan) <br />4.2 The Roseville Park and Recreation Commission has recommended in the past that the <br />undeveloped area surrounding Lexington Park be designated and developed as park. <br />4.3 The Roseville Infrastructure Committee has recommended in the past that the <br />undeveloped area surrounding Lexington Park incorporated into developed as park. <br />
