The process also allows the City to consider the location of the buildings, compatibility, <br />parking areas and other features with respect to the topography of the area and existing <br />natural features; the efficiency, adequacy and safety of the proposed layout of internal <br />streets and driveways; the adequacy and location of green areas; the adequacy, location <br />and screening of parking areas; and such other matters as the City may find to have a <br />material bearing on the stated standards and objectives of the Comprehensive Land Use <br />Plan. <br />1.4 The tentative hearing and action schedule for this project is as follows: <br />O1/12/00 Planning Commission hearing and action on CONCEPT plan. <br />O1/24/00 City Council action on CONCEPT plan and first reading of Ordinance. <br />02/28/00 City Council hearing and action on FINAL development plan, FINAL <br />PUD Agreement, and second (final) reading of Ordinance. <br />2.0 PROJECT BACKGROUND <br />2.1 The Knights of Columbus site encompasses two parcels. Parcel A is rectilinear in shape, <br />roughly 100 x 525 feet (1.45 acres) in size fronting Oakcrest Avenue and Snelling <br />Avenue. Parcel B is square in shape, roughly 295 x 222 feet (139 acres) in size fronting <br />Snelling Avenue and directly adjacent to Rosebrook Park The e�sting Knights of <br />Columbus structure is generally located in the southeast comer of Parcel A with parking <br />located to the west. Parcel B mostly encompasses the remaining off-street parking for the <br />e�sting structure. No ponding for storm water management is located on the site. The <br />proposed development plan has less impervious surface than the e�sting site <br />development. <br />2.2 The Roseville Zoning Ordinance does not distinguish between senior housing multiple <br />family uses and other typical multiple family uses. The code requires two (2) off-street <br />parking spaces per unit, '/z of which sha11 be enclosed. The proposal indicates 3 1 0� <br />street parking spaces for the 79-unit facility. The City, in the past, has recognized the <br />unique parking requirements of a senior housing proj ect and written the PUD to account <br />for these unique conditions, setting specific standards for each senior housing <br />development. <br />2.3 The proposed assisted living facility will incorporate 79 units, dining kitchen, and social <br />�re�s into a three (3) store structure with turrets appro�mately 55 feet in height. The <br />main entry will be located off of Snelling Avenue and include a portico. The proposed <br />architecture is Victorian in design, consisting of brick, vinyl and wood e�terior materials <br />and standing seam metal and asphalt shingles for roofing material. <br />2.3 Differences between e�sting structure, code requirements and proposal are indicated <br />below. <br />2 <br />
