Being relatively <br />flat, the proposed site grades will be slightly modified to match proposed improvements. <br />Only net new impervious area will be required to ha�e ponding on site. More detail <br />regarding a11 submittals will be required as part of the final approvals. <br />2.5 <br />3.0 <br />Section 1008 of the City Code outlines the requirements and procedures for a planned <br />unit development. <br />STAFF CONIN�NTS & FINDINGS <br />In reviewing this item, staff has the following comments: <br />3.1 The City's Comprehensive Plan map designates this area for LB (Limited Business). The <br />zoning of the site is B1B (Limited Retail District) and B2 (Retail Business District). A <br />Comprehensive land Use Plan amendment to HR (High Density Residential) and <br />rezoning to R-3 (General Residence District) is necessary. The property to the west and <br />east is zoned R-1 (Single Family Residential District) and includes e�sting residences; <br />Rosebrook Park, also zoned R- 1, lies to the north; and business uses zoned B 1(General <br />Business District) and SC (Shopping Center District) lie to the south (see attached map). <br />3.2. The City's Comprehensive Plan te�t and the 7ames Addition Neighborhood Task Force <br />Report (1998) specifically indicates the southeast area of the James Addition <br />neighborhood, should it redevelop, should be done in a more residentially compatible use. <br />3.3 In conjunction with the application for concept development plan approval, the following <br />documents have been submitted and reviewed by staff in preparation of this report: <br />a. Concept site and landscaping plan (0 1/04/00) <br />b. Building elevation plans (12/28, 99) <br />c. Building floor plans (12/28/99) <br />� <br />3.5. A complete utility, lighting pa�ing grading site, landscape, signage, and drainage plan <br />must be submitted to and approved by the City prior to consideration of the final <br />development plan. <br />3.6. The City may purchase portion of the Sunrise site appro�mately 80 feet in wi.dth along <br />the entire north property boundary for inclusion to Rosebrook Park. <br />3 <br />
