3.7. Because very few of the assisted senior residents will ha�e vehicles, off-street parking <br />space (33) for employee, residents and visitors is sufficient. Staff will work with the <br />applicant to demonstrate proof of parking to one (1) space per living unit. <br />3.8. If the Concept plan is approved, the PUD would be written to a11ow an assisted living <br />facility with an underlying zoning of R-3, General Residential with certain development <br />restrictions. <br />3.9. The project as proposed is in harmony with the general purpose and intent of the City's <br />Comprehensive Pla�� and Title 10 of the City Code (Zoning). <br />3.10. The proposed project will not adversely affect the public health, safety, or general <br />welfare. <br />4.0 STAFF RECOI�TI�TENDATION <br />4.1 Based on the findings outlined in Section 3 of this report, staff recommends approval of <br />the CONCEPT development plan for a residential planned unit development (RPUD) <br />that allows the construction of a 79 unit, three (3) story senior housing assisted living <br />facility on the Knights of Columbus site, 2555 Snelling Avenue. <br />5.0 PLANNING C01�T1�TISSION CONSIDERATION <br />S.1 On January 12, 2000 the Roseville Planning Commission held a public hearing regarding <br />this request. At the meeting a number of residents voiced their support for the Sunrise <br />proposal and one resident opposed the development. The Commission asked some <br />general questions and indicated their support of the 79 unit assisted living facility. <br />5.2 The Commission voted (5 to 0) to recommend approval of the CONCEPT development <br />plan for a residential planned unit development (RPUD) that allows the construction of a <br />79 unit, three (3) story senior housing assisted care facility at 2555 Snelling Avenue, <br />based on the findings outlined in Section 3 of this report. <br />6.0 SUGGESTED CITY COUNCII, ACTION <br />6.1 By resolution approve (deny) a Comprehensive Land Use Plan Amendment from LB <br />(Limited Business) to HR (High Density Residential); and <br />6.2 By motion approve (deny) a rezoning from B 1 B(Limited Retail District) and B2 (Retail <br />Business District) to RPUD (Residential Planned Unit Development) with an underlying <br />zoning of R-3 (General Residence District); and <br />4 <br />
