All future changes/additions to the site plan including structure additions over 1,000 s.f. of the <br />footprint; or off-street parking; or a swimming pool; or a tennis facility shall require an amendment <br />to the CUP. <br />Carried: 6 — 0 <br />Member Cunningham asked for clarification on the 1,000 s.f. amendment vs 10% <br />of building size for administrative amendment. <br />Member Olson asked for more landscape plans for landscape preservation of the <br />south edge of parking lots. On the west side, more evergreen landscaping along <br />the edge of the parking lot should be required (The parking lot is not being <br />expanded). <br />Member Wilke said he was satisfied with the changes. The City staff will work <br />with the applicant. <br />Member Egli noted the large building mass, recommending no change to the east <br />side of the building. In the motion, conditions 3.1 — 3.14 should be included. <br />Chair Klausing asked for details of regulating speaker systems. The building will <br />have non-opening windows. If doors are propped open, the noise may be a <br />nuisance. <br />Member Egli asked that new additional noise be regulated. <br />Member Cunningham asked if the outside banquet expansion would strain the <br />liquor license. This should be reviewed by the City Council. <br />Member Mulder noted there are risks to the club for non-compliance of licenses. <br />Motion: Member Egli moved, seconded by Member Klausing, to recommend a <br />condition be added that no amplified sound be added beyond the current practice. <br />Motion withdrawn by Members Egli and Klausing. <br />Mr. Bessinger said there are no outside speakers at this time. <br />Member Mulder asked about special events such as outdoor weddings. The entire <br />noise ordinance needs to be revisited. <br />Motion: Member Mulder moved, seconded by Member Egli, to recommend <br />prohibition for amplified music/sound system on the patio and for the starter <br />system. <br />Carried 6 — 0. <br />Planning Commission Minutes, February 9, 2000 Page 7 of 10 <br />
