Staff has determined the setbacks for the proposed improvements meet or exceed the Ordinance <br />requirements for structure and parking lot locations. Though there are no specific standards for <br />setbacks other than the 50-foot minimum requirement, staff uses the business structure and <br />parking standards. In the case of the proposed structure, the 150-foot setback from property line <br />exceeds the requirement of 30 feet for business structure proposed adjacent residential properiy. <br />4. The parking lot setback of appro�nately 135 feet from the nearest residential property line <br />exceeds the 10 foot business parking lot setback requirement. The site also provides a landscape <br />buffer greater than the 10 foot buffer strip required for business development adjacent residential <br />districts. <br />5. The basement area of the proposed clubhouse shall only be used for auYiliary office operation, <br />storage and golf cart storage. Any future change in the use of the basement area to something <br />other than indicated above may require an amendment to the CUP. <br />6. Staff has determined the revised landscape plan to meets or exceeds the requirements contained <br />in the City Code. The proposal also provides greater screening to address neighborhood concems. <br />7. Staff has determined the 278 off-street parking spaces indicated on the site plan to be adequate <br />for the site. The City Code does not specifically address requirements for golf courses. Staff has <br />calculated the required parking in the following manner: <br />S� spaces for each of the 18 holes of golf or 108 off-street parking stalls. <br />Five (5) spaces for each 1,000 square feet of net main level square footage (28,050 square <br />feet) or 140 off-street parking stalls. <br />The total number required under the City's calculation is 248 off-street parking stalls. <br />8. A final landscape plan (including an overlay of landscaping on the grading plan) shall be <br />submitted to the City Planner for review and approval prior to the issuance of building permit. <br />This plan should include all size and species proposed on the site. The plan will be reviewed by <br />the City and presented to the adjacent properiy owners for review and comment. Should <br />modifications be appropriate, the plan will be revised and determined to be the final landscape <br />plan. Prior to the issuance of a building permit, the City shall receive a bond for 150% of the cost <br />of the landscaping. <br />9. A final grading (including silt fence location and detail), drainage and utility plan shall be <br />submitted to the City Engineer for review and approval prior to the issuance of building permits. <br />The grading plan shall include concrete curb and gutter, landscaped islands, and storm water catch <br />basins. The drainage plan shall include an impervious site calculation, storm water calculation, <br />and the measures (ponds or infiltration areas) taken to meet the City's storm water management <br />requirements. <br />10. The Business District Requirements for structure height is three (3) stories. The City has <br />determined the height of the proposed structure shall not exceed two (2) stories or 32 feet as <br />measured from the midpoint of the roof peak. <br />1 l. All trash and recycling containers shall be fully enclosed per Section 10 10.11 D of the Roseville <br />Zoning Ordinance. <br />12.
