REQUEST FOR COUNCIL ACTION <br />DATE: 03/13/00 <br />ITEM NO.: H-1 <br />Department Approval: 1�Tanager Reviewed: Agenda Section: <br />�1'`�� � Hearings <br />. <br />Item Description: Traffic Circle Consideration -- Chatsworth Street and Brenner Avenue <br />Background: In 1996, as part of the street reconstruction project in Neighborhood 16, resident <br />concern was raised regarding vehicle speeds in the neighborhood. Most of the concern was on <br />Chatsworth Street between County Road D and Millwood Avenue. To address this concern, a <br />neighborhood committee prepared a report to the City Council that proposed a number of <br />techniques to slow traffic. The report, which was adopted by the Council, proposed the <br />following actions in three categories: <br />1. Public involvement/education <br />. Speed Limit Signs <br />. Citizen Watch Group <br />. Information Letter <br />2. Passive techniques <br />. Roadway Striping <br />. Tree Planting <br />3. Physical obstructions <br />. Traffic Circle <br />As recommended in the report, all of the items in categories 1 and 2 were implemented in 1996. <br />The �'�� circle proposed in category 3 was not installed. Rather, $5,000, the estimated cost of <br />the traffic circle, was collected with assessments for the street reconstruction project to pay for <br />installation at a future time if needed. The report recommended waiting three years to allow time <br />to assess the effectiveness of the more passive solutions already implemented. The three-year <br />trial period has passed and a decision regarding the traffic circle installation is needed. <br />A copy of the original Neighborhood 16 Traffic Calming Report, a traffic circle fact sheet and a <br />graph summarizing traffic speeds are attached. <br />This issue has generated a great deal of neighborhood interest both in 1996 and recently. �e <br />tr�c circle fact sheet and traffic speed information were distributed to the entire neighborhood <br />and an informational meeting held on March 2, 2000. Copies of a11 correspondence regarding <br />this issue are attached. <br />Financial Implications: $5,000 was collected with street assessments to cover the cost of a <br />future traffic circle if needed. The original report suggested that, if a tr�c circle was not <br />needed, that the money be spent on a neighborhood landscaping proj ect. No specific proj ect was <br />identified. The City's efforts in 1996 to install additional trees were not successful. Based on <br />this experience, it may be more feasible, in the event a traffic circle is not approved, to refund the <br />
