a. Final site, grading, utility, and landscaping plans (03/03/00)
b. Building elevation plans (03/03/2000)
c. Building floor plans (03 / 03 / 2000)
3.5. A complete utility, lighting, paving, grading, site, landscape, signage, and
drainage plan have been submitted for approval by the City prior to
consideration of the final development plan. Landscaping in rights-of-way will
require permits from the appropriate units of government.
3.6. In the future, the City may purchase (or receive in another manner) a portion of
the Sunrise site approximately 64 feet in width along the entire north property
boundary for expansion of Rosebrook Park.
3.7. Because very few of the assisted senior residents will have vehicles, off-street
parking space (39) for employee, residents and visitors is sufficient. The
applicant has demonstrated proof of parking to one (1) space per living unit.
(This will be included in the PUD document.)
3.8. The attached R-PUD is written to allow an assisted living facility with an
underlying zoning of R-3, General Residential with certain development
restrictions.
3.9. The project as proposed is in harmony with the general purpose and intent of the
City's Comprehensive Plan and Title 10 of the City Code (Zoning).
3.10. The proposed project will not adversely affect the public health, safety, or
general welfare. It will reduce traffic and noise; extend pathways to Oakcrest
Avenue, while also providing new landscaping and on-site ponding.
4.0 STAFF RECOMMENDATION
4,1 Based on the findings outlined in Section 3 of this report, staff recommends
approval of the second reading of the zoning map amendment to R-PUD, and the
FINAL development plan and text for a residential planned unit development
(R-PUD) that allows the construction of a 79 unit, three (3) story senior housing
assisted living facility on the Knights of Columbus site, 2555 Snelling Avenue.
5.0 PLANNING COMMISSION CONSIDERATION
5.1 On January 12, 2000 the Roseville Planning Commission held a public hearing
regarding this request. At the meeting, a number of residents voiced their
support for the Sunrise proposal and one resident opposed the development.
The Commission asked general questions and indicated their support of the 79
unit assisted living facility.
4
