REQl1EST FOR CITY C011NCIL ACTION
DATE: 03/27/00
ITEM NO: T - i
Manager Approved: Agenda Sectian:
LAND USE
Item Description: Request by Midland Hills Country Club for a conditional use
permit (CUP) to allow construction of a new clubhouse. (PF3178)
On Monday, March 13, 2000, the City Council continued the Conditional Use Permit
request by Midland hills Country Club to allow further consideration of building and parking
lot berms and landscaping; site drainage; noise control measures; and location of temporary
structures.
Rick Christensen, Partners 8t Simy Architects, has been progressing towards meeting the City
Council's direction. Mr. David Braslau has been used to determine adequate berm height to
minimize loud noises. Mr. Ed Sucoff, representing he interests of the adjacent neighborhood,
has been a park of the on-going discussions regarding site modifications. Staff is of the
understanding that a meeting between Mr. Sucoff and Ms. Cathy Croghan will occur on
Friday, March 24 with the Midland Hills design team to review the latest plans. The intent
of the meeting is to reach an agreement between the club and the neighborhood before the
City Council's action (See Attachments). However, at the printing of this report no meeting
date or time had been solidified.
Staff has not modified the following report to incorporate those items currently
under consideration by Midland Hills and the neighborhood. The revised Plans and
an updated recommendation (with resolution) will be provided at the March 27
Council meeting.
1.0 SUMMARY OF REQUEST
1.1 Midland Hills Country Club has requested consideration of a conditional use
permit (CUR) to allow the construction of a 33,000 square foot clubhouse and a
4,500 square foot basement for cart and auxiliary storage.
1.2 The initial 29,000 square foot clubhouse was constructed in 1959 and predates the
conditional use permit (CUP) requirement. Thus, the City has determined
Midland Hills Country Club needs to receive CUP approval for the
redevelopment project prior to the issuance of building permits.
1.3 Section 1004.02.C. of Roseville Zoning Ordinance allows country clubs as a
permitted conditional use permit.
PF3 178 — RCA (032700) Page 1 of 1 I
