5.6 Mr. Ed Sucoff expressed concern with the size of the structure and indicated he <br />felt it was too large for a suburban site. He proposed conditions be placed on the <br />project that required the landscape and parking lot lighting plans be approved <br />by the City Council; that no access be allowed to Midland Hills Road or <br />Rosewood Lane; that a noise impact study should be completed and an <br />abatement plan created for the parking lot and patio areas; and that the <br />Con-mission postpone consideration until final plans are complete. <br />5.7 Mr. Erli Chan expressed concern over the structure location, the buffer, and the <br />administrative approval of a 10% change. <br />6.0 PLANNING COMMISSION ACTION <br />6.1 On February 9, 2000, the Roseville Planning Commission held the public hearing <br />regarding the Midland Hills request. The Planning Commission reviewed the <br />findings and following the public hearing, the Planning Commission voted (6-O) <br />to recommend approval of the request by Midland Hills Country Club for a <br />conditional use permit, subject to the findings and 16 conditions listed in the staff <br />report dated February 4, 2000 and subject to: <br />• Condition 3.15 being changed to read: Minor changes to the Master Plan (less <br />than 1,000 square feet in size) may be approved administratively. ( The Code <br />currently allows an administrative approval for up to 10% of the building <br />footprint) <br />Condition 3.16 being changed to read: All future changes/additions to the site <br />plan including structural additions over 1,000 square feet of the building <br />footprint; off-street parking; or a swimming pool; or a tennis court, shall require <br />an amendment to the CUP. <br />Condition 3.17 being added to read: There shall be no amplified sound beyond <br />the current practice of announcing tee times. <br />7.0 SUGGESTED CITY COUNCIL ACTION <br />7,1 By resolution approve (deny) the request by Midland Hills Country Club for a <br />CUP to allow construction of a new 37,500 square foot clubhouse and other <br />appropriate site modifications, based on *he findings outlined in Section 2.21 of <br />the project report and subject to 16 conditions indicated in the project report <br />dated March 13, 2000. <br />PF3 178 — RCA (032700) Page 10 of 11 <br />
