REQUEST FOR COUNCIL ACTION <br />Date: March 27, 2000 <br />Item No: C— 3 <br />Approval: Mana er A proved: Agenda Section: <br />�� � CONSENT <br />Ramsey County Parks and Recreation: Request for Approval of Burn <br />Permits <br />1.0 Requested Action <br />1.1 Ramsey County Parks and Recreation Department is requesting City Council approval for burn <br />permits for: <br />A) The site of the natural area around the ponds at Lake McCarrons County Park; <br />B) The site on the north side of County Road G2, east of Lexington, in Lake Josephine <br />County Park; and, <br />C) The site for an approximate three acre area within the City of Roseville's new <br />Waterworks Park. <br />2.0 Background <br />2.1 The purpose of the burns is to improve the quality of prairie vegetation by stimulating <br />prairie grasses and flowers and eliminating non-prairie vegetation. <br />2.2 Ramsey County Parks and Recreation Department personnel will conduct the burns and the <br />County will provide all necessary equipment to insure a safe bum. . The Department has <br />extensive experience conducting controlled bums over the past 16 years. Ramsey County <br />will provide adequate personnel and equipment to direct the fire in a controlled manner. <br />All burning is done against the wind so that it moves at a slow speed, and the sites will be <br />burned on days when the wind blows smoke away from the street and homes in the area. <br />2.2 Lake McCarrons Countv Park: This site was seeded in 1998. The site will be burned on a <br />day with southeasterly winds to eliminate smoke blowing across Rice Street and South <br />McCarrons Boulevard. <br />2.3 Lake Tosephine Countv Park. Ramsey County Parks personnel will conduct the bum at this <br />site on a day when winds are at a minimum and directed away from homes in the area. <br />2.3 Waterworks Park Site: Management of the prairie at the sma113-acre area within the Park <br />began last year. The site is surrounded by a trail, which provides an excellent firebreak. <br />This site will not be burned with a westerly wind, which would blow smoke toward the <br />closest homes east of the park. <br />2.4 In order to get proper weather and wind conditions, Ramsey County Parks and Recreation <br />Department is requesting that the permits be valid for a period from March 28 to May 10, <br />2000. <br />RCA-Ramsey County Parks & Recreation Dept 03.27.00 <br />
