LARKIN, HOFFMAN, DALY c LINDGREN, LTD .
NIr. Thomas Paschke
February 7, 2000
Page 8
. Traffic circulation will be improved
. Traffic circulation and pedestrian safety on the east and southwest sides of Har Mar
will be improved through reconfiguration of traffic lanes and changes in traffic control.
These site plan changes address existing problems not associated with Cub Foods and
are not required by Ordinance 1234.
. There will be no significant adverse impact on traffic operations or level of service.
. Based upon actual traffic counts, the percentage increase of traffic on Snelling Avenue
and County Road B due to Cub Foods will be insignificant (2% to 3%). Observations
of peak hour turning movements confirm that there will be no significant adverse
impact on traffic operations.
•"No Access to Shopping Center" signs will continue to be posted on east/west
residential streets at Hamline and north-south streets at Roselawn.
. Based upon its actual experience, Cub anticipates 24 truck deliveries per day on
weekend days (including approximately 6 SuperValu semi-trucks) and 19 truck
deliveries per day on weekdays (including 5 SuperValu semi-trucks).
. All truck trc will be routed to enter Har Mar from County Road B and exit on
Snelling Avenue.
. Adequate parking will be available.
. Har Mar, with a Cub store, will meet Roseville's parking code requirements as
determined by staff
. Based upon actual counts of parked vehicles during special events held this past spring,
Haz Mar will provide sufficient parking for the Cub store, the theater and these special
events.
. Bradley will manage and schedule special events at the mall to insure adequate parking.
If requested, Bradley will submit a special event parking management plan for approval
by the City. This is not required by Ordinance 1234.
. Plans are in place for enhanced security, management of shopping carts and litter control.
s Twenty-four hour a day security will be provided. This exceeds the "frequent and
thorough security monitoring of commercial areas within 300 feet of a residential
district" required by Ordinance 1234.
. Outside cameras will also be used to provide additional security at Cub. This is not
required by Ordinance 1234.
. Corrals will be installed for shopping carts.
• Har Mar's litter prevention practices will continue.
. Cub's trash will be placed in self-enclosed compactors.
