ATTACHMENT6 <br />IV. Commercial Areas <br />A. COMMERCIAL POLICIES <br />The City will: <br />Encourage the development of a wide range of retail sales and services in the <br />community. Concentrate these uses in existing retail/service areas. <br />Encourage the development or expansion of existing and future retail shopping <br />centers as a means of achieving maximum efficiency of land use, adequacy of <br />vehicular movements and parking areas, and maximum aesthetic consideration. <br />Restrict commercial development to specific areas in accord with the <br />Comprehensive Plan and avoid strip commercial development. Restrict further <br />commercial/industrial land expansion, encourage concentrated medium size office <br />development in areas currently designated for such uses. <br />4. Discourage one or two lot residential redevelopment to spot zone commercial <br />areas at major intersections already surrounded with residential development. <br />Encourage orderly transition of areas from residential to commercial in accord <br />with the Comprehensive Plan. <br />6. Continue strict sign control as a method of creating a higher aesthetic level of the <br />community. Survey existing signs to determine conformance with existing <br />regulations. <br />Continue to emphasize and improve site plan review process for public and <br />private development. <br />Cooperate with existing and potential commercial developers in creating efficient <br />site plans with emphasis on efficient access and egress, parking areas, and <br />landscaping. <br />9. Review all commercial development site plans to ensure quality design the <br />completion of an adequate amount of site landscaping, and beautification. <br />10. Direct the location and development of businesses generating significant large <br />truck traffic to existing freeway access points and areas west of Interstate 3 5 W. <br />1?. Develop a pedestrian circulation program in the Shopping Center District. <br />12. Encourage and assist in construction of multi-level parking facilities to reduce <br />surface land consumption. <br />
