Rule 4 Council Operations. <br />The Mayor shall be the presiding officer or in his/her absence, the acting mayor . The City <br />Manager, or his/her designee, shall attend all council meetings and present all matters before the CounciL The <br />City Manager shall be the recorder unless otherwise designated by the Council. <br />Rule 4a Electronic Participation and Ballotin�. <br />No provision is made at this time for electronic pollin� or participation in re�ular meetin�s, special or executive <br />sessions, or emergency action meetings. Electronic participation for work sessions may be permitted by <br />Council action providing reasonable accommodation can be made. <br />Rule 6 Minutes <br />As soon as a quorum is present at a re�ular or special s�ss�e�- meetin� �-and �enerallv not later than 30 davs <br />after the previous meetin�. minutes of the previous regular or special meetings e�-sp�sia�-s�ss�e�-shall be <br />approved as �ksk�� presented or ass�g� correct&m Official minutes shall be <br />maintained in City offices and shall be a� available for inspection ' . <br />Rule 7 Motions. <br />Any motion, by any member, shall be reduced to writing upon request of any member. No motion shall be put to a <br />vote until it has been stated by the recorder a�� if requested bv e�any member of the Council.- Motions mav be <br />introduced after hearin� staff reports, responses to Council inquiries, and comments from the public or applicant. <br />Anv council member at anv time mav, bv motion, call for a vote on a motion or to complete discussion. Adoption <br />of the motion shall be by three (3) members; <br />�s�Except where a larger number is required by law or ordinance. <br />Rule 8 Minutes of Motions. <br />Any motion made by a Council member shall be in ,' ' the <br />possession of the Council, but it may be withdrawn at any time by the Council Member presenting the motion before <br />being amended or acted upon. All motions and amendments thereto shall be entered �� into the minutes alon� <br />with and the vote thereon, whether they be adopted, �a�/rejected or withdrawn. Drafts of ineetin� minutes mav be <br />revised by staff to correct form and clarify intent, such minor chan�es shall be noted in the copy of minutes <br />forwarded for Council review and be considered adopted unless corrected. <br />Rule 9 ouncil Communications. <br />Petitions, memorials, and other �s communications addressed to the Council shall be presented by the presiding <br />officer or by a member in his/her place, or may be read by the recorder at the request of a member or the presiding <br />officer. All petitions, memorials, and other communications which may be filed with, or delivered to the Manager <br />prior to the meeting or session of the Council shall be brought before the Council by the Manager. <br />Rule 11 Ordinances. <br />Any Council member may request the City Manager to prepare a proposed ordinance. There shall be a�3� <br />waitin� period for public comment and the conduct of additional research of at least two weeks between the initial <br />presentation of the ordinance and the final vote unless waived by unanimous vote by the council. <br />
