REQUEST FOR COUNCIL ACTION <br />Department Approval: Manager Reviewed <br />� � <br />DATE: 3/27/00 <br />ITEM NO: F-1 <br />Agenda Section: <br />Reports <br />Item Description: Authorization To Accept Bid for Fertilization and Weed Control <br />BACKGROUND <br />The 2000 Parks and Recreation budget includes moneys for turf fertilization and weed control in the <br />parks and at the City Hall complex. Specifications were developed based on past practices. One <br />company asked to submit a bid using entirely organic products. Staff reviewed the bid including <br />references from other clients using the organic materials and approved the specifications as an <br />equal. The other known interested bidder was also informed of the approved equal specifications. <br />The bids were advertised as per prescribed policy. After following prescribed bidding procedures, <br />the following bids were received: <br />Vendor Amount <br />Greener Pastures Development Inc. $24,730.50 <br />TruGreen-Chemlawn $34,447 <br />The Greener Pastures application is entirely an organic plant material and contains no chemicals. <br />Their bid does contain the same guarantee as required in the specifications. <br />Staff did review a test sample near the Activity Center and reviewed their references. Greener <br />Pastures has agreed to work with City staff on scheduling the applications when areas are not in <br />use. <br />POLICY OBJECTIVE <br />The proposal meets the requirements of the public bidding process and allows for the City of <br />Roseville to obtain the best product at competitive rates. The acceptance of the organic products <br />specifications as an equal also meets the policy of using as environmentally friendly products as <br />possible. <br />FINANCIAL IMPLICATION <br />Monies ($35,000) for the projects are contained in the 2000 Parks and Recreation budget. <br />STAFF RECOMMENDATION <br />Based on the results of the bidding process and the budgeted funds, staff recommends the low bid <br />of Greener Pastures Development Inc. in the amount of $24,730.50. <br />COUNCIL ACTION REQUESTED <br />Motion authorizing the acceptance of the low bid of Greener Pastures Development Inc. in the <br />amount of $24,730.50 for the fertilization and weed control of Roseville parks and the City Hall <br />complex according to the prescribed specifications with moneys to be taken from the 2000 Parks <br />and Recreation budget. <br />
