REQUEST FOR CITY COUNCIL ACTION <br />D AT E : 04/24/00 <br />ITEM N0: r_� <br />Agenda Section: <br />CONSENT� <br />rterli Description: REQUEST FOR CONTINUATION to MAY 8, 2000: <br />Kraus-Anderson Realty request for CONCEPT and Final PUD to <br />Rezone HAMLINE CENTER from SC, Shopping Center District, to <br />B-PUD, Business Planned Unit Development (PF 3199). <br />1.0 Background <br />On April 12, 2000, the Planning Commission considered a request by Kraus-Anderson Realty to <br />rezone Hamline Center from SC, Shopping Center District, to B-PUD, a Business Planned Unit <br />Development for a mix of community and business uses. The request proposes land uses that are <br />currently not allowed in the SC District. Uses under consideration include day care facilities, <br />churches, schools and charitable gambling (by conditional use permit, after a separate hearing). <br />After review and discussion, the Planning Commission continued the hearing to a special <br />meeting on Apri126, at 6:30 p.m., in City Hall. Further, the Planning Commission <br />requested Kraus Anderson hold an informational neighborhood meeting, now scheduled <br />for Tuesday, April 25, at 6:00 p.m., at the Frontline Church, 2819 Hamline Avenue. <br />The proposal from Kraus Anderson Realty calls for the renovation of portions of the e�sting <br />Hamline Shopping Center structure and introduction of charter school (K-8) and day care uses <br />along the west side of the e�sting building and, later, charitable gambling-bingo (by a separate <br />hearing and conditional use permit) within the space previously occupied by a grocery store. The <br />renovation of the structure is proposed to be primarily internal — no significant expansion of the <br />building footprint is proposed. Driveways and parking within e�sting parking lot will remain. <br />Access will be provided from Hamline Avenue, Centennial Drive, and Terrace Drive. <br />2.0 Staff Recommendation <br />The City staff recommends continuance of this request to the Council's regular meeting of May <br />$, 2000 at which time the Council will ha�e the Planning Commission's recommendation from <br />the April 26th special meeting.
