Planning File 3199: Kraus-Anderson realty is requesting CONCEPT <br />4 PUD approval to rezone the property encompassing Hamline Center from <br />5 SC, Shopping Center District to B-PUD, Business Planned Unit <br />6 Development to allow uses such as schools, churches, lawful gambling, <br />� retail and office, within the existing structure. Hamline Center is located <br />s at 2797 — 2833 Hamline Avenue. <br />io Chair Klausing opened the hearing and requested Community Development <br />�� Director Dennis Welsch to provide a summary of the written staff and <br />i2 recommendation dated April 12, 2000 <br />13 <br />14 <br />i5 Ken Vinje, Kraus-Anderson, provided a history of the site and the vacancies in <br />i6 the center. He explained the current proposals, with non-traditional uses. There <br />i� are significant investments needed ($1.2 million). The center will be a <br />is neighborhood center; a conglomerate of uses to serve the neighborhood. <br />19 <br />o�- The development time frame was described; construction is to begin in June for <br />2i occupancy in fall. There are portions of the center which are sprinklered. <br />22 <br />2s Pat Borgman, Kraus-Anderson, was introduced. <br />24 <br />25 Member Cunningham asked if there was not sprinklered where the school was <br />26 located, but must it be? Member Cunningham asked who would be the tenant for <br />2� the charitable gambling. Will the hours of operation be consistent with/ <br />2s complementary to the school? (Bingo events start on Saturday and Sunday from <br />29 10:00 a.m. and last until 12:00 midnight. <br />30 <br />3i The gambling that would occur weeknights would conflict with the school (most <br />s2 day time users of charitable gaming are seniors). The uses do overlap. <br />33 <br />s4 Member Egli asked for details of the square footage of the play area. There is a <br />s5 play area for day care only (35 s.f. per child). Why is day-care so far from play <br />°_ 36-�� � area? Ann Husea, stated the day care is to be a family center wherein children <br />s� could �be cared for while parents would visit the Charter School. <br />38 <br />s9 � Ms. Husea stated that Districts 916 and 623 agreed to support this proj ect. <br />40 <br />4i Carol Koski, 2300 N. Hamline Avenue, noted that the project was, in part, <br />42 approved because of its location. The maximum number of students is 270. Most <br />4s students come from other districts. A pediatric office may also open to support <br />44 the school children. Food will be contracted to the site. Plumbing will be updated <br />45 for 200 children. <br />46 <br />
