1 Member Mulder asked what will be done to the exterior of the building. Pat <br />2 Borgman noted that drawings and plans are necessary and will be done. Member <br />3 Mulder asked: where the bus lanes and drop off area will be located; what type of <br />4 fencing and where will it be located; screening the building; landscaping on the <br />S front. What guarantees will be made? What additional information will be <br />6 available for the Council? (all plans needed). <br />8 Member Olson asked for details of the school growth plan; will the school stay as <br />9 it grows to 270 pupils? (After three years, the school must be re-evaluated.) <br />l0 Member Olson asked if there will be a play area. (A gymnasium will be included <br />11 in the school; the exterior play area is for pre-school students. Hamline Ave., #228 Hamline House Condominium, <br />18 stated her concern was that neighbors were not concerned or informed. She felt <br />19 that an environmental impact statement is needed. Construction will be loud all <br />20 summer. The roof now leaks. There is mold content in the building. Take more <br />21 time. The building needs repairs. She is opposed to gambling on the site. <br />22 <br />23. Chai�.Klausing clarified there is no gambling to be approved in the center with <br />24 this application. <br />25 <br />26 Norman Nelson, Hamline House President, stated the building needs <br />27 improvements. The recreation needs are not -clear. He does not object to bingo, <br />28 but to other operations. Mr. Nelson asked if there would be a video arcade and <br />29 pinball machines (none proposed). He was concerned about hours of operation. <br />30 <br />31 Chair Klausing closed the hearing. <br />32 <br />33 Chair Klausing stated there are procedural issues (the rapidity of the request) and <br />34 the substructure issues (are these uses workable together). He asked staff to <br />35 define the difference between redevelopment and reuse. <br />36 <br />37 Member Rhody asked if the Planning Commission could meet again on this topic. <br />3s The charter school could be an asset. Traffic, bus circulation and other site issues <br />39 are not answered at this time. <br />40 <br />41 Member Mulder asked for details regarding the notification of property owners. <br />42 <br />43 Member Mulder noted that the uses could create a community uses building, <br />44 including charitable gambling.
