The purposes of the <br />YMCA Sale/Promotion are unique and valid; the location of such a community event <br />should be reevaluated. Community organizations should find a more appropriate <br />location for such events including city parks, city parking lots, joint use parking lots at <br />shopping centers, church parking lots and ball fields. Such sites may have more <br />parking, adequate pedestrian safety zones, signage, visibility, sanitary systems, lighting <br />and perhaps security. <br />2.1 If the Council determines it appropriate to approve this request, the staff will again ask <br />that Ramsey County restrict parking v.ith temporary signage on the north side of <br />County Road B, from Femwood Avenue to Lexington Avenue, and notices will be sent <br />to affected property owners along County Road B. <br />3. 0 Alternative Council Actions: <br />3.1 By motion, approve the 1999 Spring YMCA Sale Promotion at 1170 West County Road <br />B, with set-up to occur from three to six days prior to the sale and approve outside <br />storage of sales materials for this time period, with no parking on the north side of <br />County Road B during sale hours: <br />Spring Sale: Wednesday, May 19 through Sunday, May 23, 1999 <br />Maximum Hours: 8:00 a.m. - 8:00 p.m. <br />3.2 By motion, approve the 1999 Fall YMCA Sale Promotion at 1170 West County Road B. <br />with set-up to occur from three to six days prior to the sale and approve outside <br />storage of sales materials for this time period. with no parking on the north side of <br />County Road B during sale hours: <br />Fall Sale: Wednesday, September 22 through Sunday, September 27,1999 <br />Maximum Hours: 8:00 a.m. - 8:00 p.m. <br />3. 3 By motion approve for the period of one week (May 16 - May 23 and September 20 - <br />September 27) a temporary 4' x 8' lawn sign directing traffic to the new sale site and <br />deny the requested sale permit(s) because of incompatibility with County Road B and <br />the single faznily residential zone, traffic and pedestrian safety issues, insufficient off- <br />street parking and the need for public sanitation facilities. and further, suggest to <br />YMCA sale organizers that the YMCA grounds, building and parking located at 3760 <br />North Lexington Avenue, in Shoreview, may be a more appropriate site for the sales. <br />If approved for the 1170 West County Road B site, the staffwill again send notice to property <br />owners along County Road B. <br />Attachments: Robert Hengelfelt request of 03.19.99: location map, City Code 1004.01; Mailing list <br />Q:1Planning Files\3074_YMCA\RCP._Sale 1999.doc <br />
