4.6 The requested permit is to a11ow concrete recycling for two phases of the Larpenteur Avenue <br />reconstruction project. Phase One is from Arona Street to Oxford Street in 2000. Phase <br />Two is from Oxford Street to Da1e Street in 200 L The request is to a11ow concrete recycling <br />for a maximum of 15 working days in each year. Crushing operations would be limited to <br />8:00 a.m. to 5:00 p.m. Monday to Friday, with five days prior notice to the City and the <br />adj oining residents within 1000 feet. <br />5.0 Staff Recommendation <br />51 Based on the findings and conditions listed in Section 4 of this report, staff recommends <br />approval of the interim use permit to allow Ramsey County to operate a crushing operation. <br />6.0 Planning Commission Action <br />61 On March 8, 2000, the Roseville Planning Commission held a public hearing regarding the <br />requested interim use permit. At the hearing Mr. Elliot James and Mr. Gene Aulk addressed <br />the Commission asking a variety of questions about the proposed concrete crushing <br />operation. Staff and the Commission provided the residents with answers and explanations <br />regarding the proposed use and the previously denied interim use permit. <br />6.2 The Planning Commission recommended (6- 1) to approve interim use permit request by the <br />City of Roseville and Ramsey County subject to conditions in section 4 of the project report. <br />6. 3 The Planning Commission further recommended (6-1) to add the following conditions: 1.) <br />The County shall notify residents within 1,000 feet at least five day before each operation <br />commences; and 2.) The County will take periodic noise measurements during each <br />operation and during other times as deemed necessary by the County or as requested by the <br />City. <br />7.0 Suggested City Council Action <br />7,1 By motion approve (deny) the request by the City of Roseville and Ramsey County for an <br />_ Interim Use Permit at property addresses as 543 and 5 15 Larpenteur Avenue (Kent Street <br />Yard) and subject to the following conditions: <br />A. The County shall provide a property dust control plan that uses screening and <br />wetting the material. The County shall provide vegetative planting plans and <br />erosion control, and circulation plans prior to issuance of annual permits. <br />B. The interim use permit is to allow concrete recycling for two phases of the <br />Larpenteur Avenue reconstruction project. Phase One (2000) is from Arona Street to <br />Oxford Street.
