REQUEST FOR COUNCIL ACTION
Department ApprovaL• Manager Reviewed:
' C-

Item Description: 2000 Material Bids
DATE: OS/22/00
ITEM: F-5
Agenda Section:
Reports/Recommendations
Background: Each year the Street Department receives bids for materials, which are used as
part of the maintenance operation. They include FA-1 sand for ice control, FA-2 aggregate for
seal coating, bituminous materials for road repair, asphalt emulsion for seal coating, and Class 5
gravel for base repair.
Poticy Objectives: Each year city staff uses the competitive bid process to secure maintenance
materials that fall within budget guidelines. This allows maintenance programs to be completed
as planned with quality materials at the lowest possible cost to the city.
Financial Implications: Street maintenance materials are financed out of the general fund. The
combined bids received are higher than the budgeted material costs proj ected for 2000.
Discussion of bids: Bids were opened on May 17, 2000. All materials were bid higher than
1999. The greatest increases were reflected in seal coat oil and bituminous materials. The
substantial increase is due to higher crude prices in the oil markets, as well as materials that are
delivered due to trucking prices which rise as pump price for diesel fuel increases. FA-1 sand for
snow and ice control will be bid at a later date. The following is a comparison of the bids
received and the 1999 price comparison.
BIDDER
Class 5 crushed limestone
Camas
Bryan Rock Products
1999 price/del $7.85/ton
FA-2 Class A Attreate
Meridian Aggregate
Midwest Asphalt
DresserTraprock
1999 price/del $15.75/ton
L7NIT PRICE
WILL/CALL
$ 5.25
5.67
$10.40
17.00
16.70
L7NIT PRICE
DELIVERED
$8.17
8.82
$16.65
19.80
21.45
