� <br />Request for Council Action <br />Date: May 22, 2000 <br />Item Number: G-1 <br />Department Approval Manager Approval Agenda Section <br />Item <br />���� Recognition <br />Citizen's and Police Officers recognized for their actions. <br />Backround <br />The Roseville Police Department would like to acknowledge the actions of six citizens who assisted <br />us in various and sometimes life-threatening situations and a number of officers who performed <br />above and beyond the call of duty. <br />The following citizens will be recognized and awarded with a certificate of appreciation: <br />Steven Grossman, John Grabrick and Robert Branch <br />On 9!6/99 a vehicle driven by an elderly male accidentally drove down an embankment and into a <br />small pond at 2045 Rica St. Civilians Grossman, Grabrick and Branch witnessed the vehicle enter <br />the water. They immediately came to the man's aid by forming a human chain and pulling him from <br />his quickly sinking vehicle. According to witnesses, the elderly, confused driver was trapped in the <br />vehicle by his seatbelt and would not have had the strength to save himself. One of our responding <br />officers, upon his arrival, had no doubt that the elderly man would have drowned if not rescued by <br />these three men. <br />Bia Vang <br />On 6/22/99 Bia Vang of 655 Larpenteur Avenue awoke to the sound of glass breaking outside her <br />apartment. She looked out and saw two people breaking into cars in the parking lot. Vang called 911 <br />and stayed on the phone line, updating the dispatcher as to what she was witnessing and giving the <br />location of the suspects. Officers arrived and arrested two adult suspects who had broken into a total <br />of 8 cars and had attempted to steal one. Investigators determined that the two suspects had been <br />involved in similar incidents in Roseville in the recent past. Without Vang's alertness and assistance, <br />the suspects may have been able to elude arrest. <br />Would like to remain anonymous <br />On 6/2/99 a Roseville resident witnessed suspicious activity at her neighbor's address of 204 <br />Minnesota. She observed two juvenile males slowly cruising past her neighbor's property and then <br />park down the street. The juveniles walked onto the neighbor's property and walked back to their car <br />moments later, apparently concealing stolen items. She then called 91 1, giving dispatch a complete <br />description of the suspect and their vehicle. Police arrived and apprehended both suspects who had <br />
