2.4 In conjunction with the application for a conditional use, the following documents (dated <br />04/28/00) have been submitted and reviewed by staff in preparation of this report: <br />. site plan <br />. building plans <br />3.0 STAFF COMMENT & FINDINGS <br />3.1 Mr. Honigschmidt proposes an 832 square foot detached garage and a 168 square foot <br />screened three-season porch that requires a conditional use permit (CUP) as per City <br />Code Section 1004.O1A.12. <br />3.2 Section 10 13.0 1.D of the Roseville Zoning Ordinance lists the criteria reviewed when <br />considering the issuance of a conditional use permit. The criteria are as follows: impact <br />of parking; impact on parks, streets, and other public facilities; compatibility of site plan, <br />internal traffic circulation, landscaping, and structures with contiguous properties; impact <br />of the use on the market value of contiguous properties; impact on the general public <br />health, safety, and welfare; compatibility with the City's Comprehensive Plan. <br />3.3 Staff has reviewed the development proposal with regard to the criteria in Section <br />1013.0 1.D of the Roseville Zoning Ordinance and concludes the proposal meets these <br />criteria. Specifically, the proposed detached garage and screened porch will not create <br />additional traffic nor the need for additional public facilities. With proper exterior <br />building treatment, drainage, and landscaping, the building will not have an impact on <br />surrounding property or values. There appzars to be no impact on general health, safety, <br />and public welfare. In addition, the proj ect complies with the Comprehensive Plan <br />designation as low density residential uses. <br />3.4 Conditions may be attached to the CUP that would mitigate the impact on adj acent <br />properties including such items as increased setbacks from property lines, landscape <br />screening, architectural color and design/materials details, drainage provisions, and <br />limiting additional e�erior storage. <br />4.0 STAFF RECOMMENDATION <br />4.1 The staff recommends approval of the conditional use permit to allow construction of a <br />1,000 square foot detached accessory building, based on the findings in Section 3 and <br />subj ect to the conditions listed in Section 4 of this report. <br />5.0 RECOMMENDED CONDITIONS OF APPROVAL <br />5.1 The existing principal structure and proposed detached accessory building with driveway <br />and sidewalk area is limited to 30% of the lot area or 3,532.5 square feet. <br />PF3212 RPCA (051000) — Page 2 of 4 <br />
