5.2 The proposed detached accessory building and hard surface driveway expansion shall be <br />set back a minimum of five feet from the side (east) property line.. <br />5.3 All roof drainage created by the new structure must be collected in gutters and channeled <br />to the natural drainage way within the applicant's property. <br />5.4 The exterior of the building must be of similar materials and color of the home. <br />5.5 Because of the size of the new structure (1,000 s.f.) no other accessory building or tool <br />shed may be permitted on the property. <br />5.6 The maximum height (as defined in Section 1004.01) shall be 15 feet. <br />5.7 The existing detached accessory structure must be removed from the site. <br />5.8 Prior to issuance of a building permit, and within 60 days after approval of the <br />conditional use permit, the applicant must record the conditional use permit with the <br />Ramsey County Recorder. <br />5.9 This conditional use permit expires 6 months after approval if a building permit has not <br />been issued. (Section 1013.03) <br />6.0 PLANNING COMMISSION CONSIDERATION & RECOMMENDATION <br />6.1 On May 10, 2000, the Roseville Planning Commission held the public hearing regarding <br />the Honigschmidt conditional use permit request. No neighboring residents addressed <br />the commission regarding the proposal. The Commission had a number of questions for <br />staff and the applicant. Specifically, some Commissioners were concerned with the size <br />of the accessory structure and its proposed location. These Commissioners felt the size <br />was too large for the area and would possible look out of place. The also felt the <br />accessory building should meet the required five foot side yard setback (see attached <br />minutes). <br />6.2 The Planning Commission voted (5 — 2) to recommend approval of the request by Mr. <br />Honigschmidt for a conditional use permit to allow construction of a 1,000 square foot <br />detached accessory building (garage and screened porch) at 1378 Sandhurst Drive North, <br />based on the findings in Section 3 subject to the conditions recommended in Section 5 of <br />project report. <br />63 The Planning Commission also voted (5 — 2) to recommend an amendment to condition <br />5.2 (above) requiring the accessory structure be set back a minimum of five feet from the <br />side (east) yard property line. <br />PF3212 RPCA (051000) - Page 3 of 4 <br />
