a) Provide quality, low density rental and owner-occupied residential units, <br />particularly one level. <br />b) Create affordable and/or subsidized congregate rental units for seniors <br />and others with special needs. <br />c) Consider senior housing in areas with nearby amenities such as <br />shopping, medical, community and church facilities, and volunteer <br />programs. <br />11. Provide an appropriate amount of low and moderate cost housing and <br />opportunities for rehabilitation of the existing housing supply through: <br />a) the use of Federal, State, local, and other financial resources; and <br />b) working with State agencies and Metropolitan Council and Ramsey <br />County HRA. <br />12. Encourage year-round landscaping of public and private space, including <br />planned development of boulevards and medians. Review the development and <br />landscaping plans for parks and municipal facilities. <br />13. Add and integrate sidewalk or pathway system requirements in ordinances and <br />in design standards for new development. <br />IV. Commercial Areas <br />A. COMMERCIALPOLICIES <br />The City will: <br />1. Encourage the development of a wide range of retail sales and services in the <br />community. Concentrate these uses in existing retail/service areas. <br />2. Encourage the development or expansion of existing and future retail shopping <br />centers as a means of achieving maximum efficiency of land use, adequacy of <br />vehicular movements and parking areas, and maximum aesthetic <br />consideration. <br />3. Restrict commercial developme.i t to specific areas in accord with the <br />Comprehensive Plan and avoid stip commercial development.
