i Excerpt of Minutes, Planning Commission meeting of Mav 10, 2000: <br />2 <br />4 6c. Planning File 3210: A request by Steve and Kristin Youngquist for a <br />5 Variance from Section 1016.22A (Non-conformities) and Section <br />6 1016.26B 1(Storm Water Management), of the City Code, to allow the <br />� redevelopment of the parcel with a single family home located at 391 <br />8 Owasso boulevard South. <br />9 <br />lo Chair Klausing opened the hearing and requested City Planner Thomas Paschke <br />11 to provide a verbal summary of the request as described in the proj ect report dated <br />12 May 10, 2000. <br />13 <br />14 Thomas Paschke explained the lot size (6,690 s.f.) as a pre-existing, non- <br />15 conforming lot of record. The lot is 40 feet in width. The proposed structure will <br />16 be set back 80 feet from the shoreline, meets the side yard setback of five feet and <br />1� front yard of 30 feet. The structure was constructed in 19 10. The proposed <br />18 building will have a 1,440 s.f. parcel. Staff recommended approval. <br />19 <br />2o Member Egli asked about details of bluff setbacks (none) and if there are pervious <br />21 surfaces for drives and patios. Staff felt one way to reduce impervious surface <br />z2 (not recommended) was to move structure closer to the road. <br />23 <br />24 Steve Youngquist stated there are unique physical features of the site (the old <br />25 home was damp and mildewed). The proposal is to retain all existing trees. Neighbors have been supportive. <br />Chair Klausing asked for comments from the public. <br />Mr. Joe Rowan, 381 Owasso Drive, encouraged approval of the variance. The <br />neighborhood is supportive. <br />36 Member Olson asked if trees will be protected (yes). She asked about planting <br />37 additional natural materials near the lake (no more space). Member Olson also <br />3s asked how tall the house is. DNR report is 25 feet; City report is 41 feet. (taller) <br />Member Egli asked for window access details from bedroom windows which <br />allows sidewalks. She asked for details of the drainage to either side. <br />Lorraine Kline, 389 South Owasso Drive, said the neighbors (Mr. & Mrs <br />Youngquist) are most helpful. <br />
