ATTACHMENT B - 1 <br />PROPOSED USE OF FY 2000 <br />COMMUNITY DEVELOPMENT BLOCK GRANTALLOCATION <br />Decent, Safe and Affordable Housing <br />New Initiatives <br />Family Service, Inc. of Saint Paul Home Ownership Education and Counseling. <br />Family Service is proposing to expand its successful homeownership workshops and <br />one-on-one home purchase and credit counseling to suburban Ramsey County by <br />offering 6 workshops to first-time buyers. The workshops are expected to reach 210 <br />participants. Prospective buyers who complete the 9 hour training successfully become <br />eligible for a number of entry cost assistance products, including Ramsey County's <br />FirstHOME Program. Family Service has requested $29,500 of a total delivery cost of <br />$42,765. <br />Recommended CDBG funding $29,500 <br />Home of the Good Shepherd Building Conversion and Renovation. The Sisters of <br />the Good Shepherd have renovated a former pre-school facility into 12 units of living <br />space for women in critical need of housing and supportive services to deal with <br />probtems associated with chemical dependency, mental health and sexual trauma and <br />to provide them with skills to live safely and indspendently. The Sisters are requesting <br />funding of $70,000 in order to install and elevator so that women with physical <br />disabilities are not prevented from participating in the transitional housing program. <br />Ramsey County participation will leverage an additional $23,000 needed to complete <br />the project. <br />Recommended HOME Funding $70,000 <br />Continuation Proaramminq <br />Twin Cities .Habitat for Humanity Property Acquisition. Habitat is requesting <br />$125,000 to enable the construction of 5 more ownership housing units in suburban <br />Ramsey County communities. TCHFH has previously built single family detached <br />homes in New Brighton, Mounds View, North St. Paul, Maplewood and White Bear <br />Lake. However due to decreasing availability and increasing price of vacant land, <br />Habitat will be looking for sites where multiple units may be built. Twin Homes, Four- <br />Plexes, and other types of multi-family housing options enhance the affordability of <br />home owners hip. <br />Recommended HOME funding $125,000 <br />CDBG and HOME 2000 1 <br />� <br />
