ATTACHMENT B - 2 <br />Lutheran Social Services Share-A-Home. Lutheran Social Services (LSS) will <br />continue its program of matching those Low and Moderate Income households who <br />have more housing than they need with those that need housing. Efforts will be focused <br />on elderly/handicapped persons, single parent families and low income persons who <br />are being squeezed out of the rental housing market. LSS has requested $24,000 <br />toward a total program cost of $193,000. A minimum of 30 matches (60 persons) will be <br />served in suburban Ramsey County and 20 more individuals will receive housing <br />information and referral assistance. <br />Recommended CDBG funding $24,000 <br />Ramsey County �irs#HOME Home Purchase Assistance. Ramsey County has <br />initiated a first-time buyer program for suburban Ramsey County. Approvals to combine <br />the Ramsey County program with Minnesota Housing Finance Agency and Fannie Mae <br />products have been given and financial institutions will be using the program this <br />Spring. Up to $20,000 in HOME funds may be used to reduce the purchase costs for <br />suburban Ramsey County homes. FY2000 allocation for this program includes new <br />HOME funds of $205,860, plus previous year unspent HOME funds of $1,566, plus <br />program income on hand of $74,848. <br />Recommended HOME funding $282,274 <br />CHDO Set-Aside. The HOME Investment Partnership requires that at least 15% of an <br />allocation be dedicated for use by an approved Community Housing Development <br />Organization. Ramsey County has three approved CHDOs; however there are no <br />proposed projects at this time. <br />Recommended HOME funding $80,172 <br />Neighborhood Revitalization and Infrastructure Improvements <br />New Initiatives <br />Mobile Home Park Revitalization Pilot Project. Mobile homes continue to be one <br />solution to the need for affordable housing in suburban Ramsey County; but mobile <br />home parks are often a source of chagrin for their communities. Some parks are not <br />maintained to local community standards and frequently mobile home parks are not <br />considered a part of the community. Over the years, Ramsey County has received <br />requests for assistance to improve the conditions of mobile home parks and for <br />programs to rehabilitate individual mobile homes. The County has declined <br />participation due to private ownership of land leased to owners of individual units. <br />At the request of the I-35W Corridor Coalition jArden Hills, Mounds View, New <br />Brighton, Roseville and Shoreview), Ramsey County proposes to design and implement <br />a pilot Mobile Home Park Revitalization Prolect which will address the neighborhood <br />and housing needs in one of the Count, ''s mcbile_horrte parlcs. GEd sfaff will work with <br />the Committee"s housing task force to identifya suitable rriobite horfie park and to <br />design a public/private revitalization scheme that will benefit park residents and the <br />community overall. The Design Center for the American Urban Landscape of the <br />University of Minnesota has also expressed interest in participating in this unique <br />COW and HOME WOO 2 <br />� <br />
