A-I-t-ACHMENT g - 5 Planning, Administration and Monitoring CDBG. Entitlement Communities are required to set aside an amount equal to 20% of their CDBG allocation for administrative costs. Ramsey County uses only CDBG funds to meet this requirement. Many communities use local resources. Administrative costs include legal, financial management, planning, monitoring and program compliance, technical assistance and program administration. Ramsey County will manage the imptemen#ation of the program and coordinaie the use of CDBG funding in` adherence with fedem! laws and regulations. Specific line items reta�ted to the administrative bud�t hava been prepared and submitted for lntemal review. Th i i adminis#rative ailocsttion is�aludes FY2�0 funds of $285,000 plus $20,090 of business loan program income. This is the first year that staff has recommended using any `program income towards administratiie costs. This recommendation would permit the Community and Economic Development Department to remain totally self-sufficient, independent of tax- levy funds, for aN of its needs ranging from salaries to office space to supporting other county-provided services such as Budget and Accounting and the County Attorney% office. RecommendedCDBG�funding$305,000 HOME. Dakota County, lead agency for the four-county consortium, provides overall administration of the HOME f+�nds on behalf of the member counties. Ramsey County HRA staff provide oversight, management and coordination of the HOME funded projects in Ramsey County. The Consortium is permitted by law to spend up to 10 percent of the Consortium allocation for administration and program delivery costs. Ramsey county contributes 2.5 percent ($13,362) of its allocation to the lead agency and retains 7.5 percent ($40,086) for local administration.
