A-I-t-ACHMENT g - 5 <br />Planning, Administration and Monitoring <br />CDBG. Entitlement Communities are required to set aside an amount equal to 20% of <br />their CDBG allocation for administrative costs. Ramsey County uses only CDBG funds <br />to meet this requirement. Many communities use local resources. Administrative costs <br />include legal, financial management, planning, monitoring and program compliance, <br />technical assistance and program administration. Ramsey County will manage the <br />imptemen#ation of the program and coordinaie the use of CDBG funding in` adherence <br />with fedem! laws and regulations. Specific line items reta�ted to the administrative <br />bud�t hava been prepared and submitted for lntemal review. Th i i adminis#rative <br />ailocsttion is�aludes FY2�0 funds of $285,000 plus $20,090 of business loan program <br />income. This is the first year that staff has recommended using any `program income <br />towards administratiie costs. This recommendation would permit the Community and <br />Economic Development Department to remain totally self-sufficient, independent of tax- <br />levy funds, for aN of its needs ranging from salaries to office space to supporting other <br />county-provided services such as Budget and Accounting and the County Attorney% <br />office. <br />RecommendedCDBG�funding$305,000 <br />HOME. Dakota County, lead agency for the four-county consortium, provides overall <br />administration of the HOME f+�nds on behalf of the member counties. Ramsey County <br />HRA staff provide oversight, management and coordination of the HOME funded <br />projects in Ramsey County. The Consortium is permitted by law to spend up to 10 <br />percent of the Consortium allocation for administration and program delivery costs. <br />Ramsey county contributes 2.5 percent ($13,362) of its allocation to the lead agency <br />and retains 7.5 percent ($40,086) for local administration. <br />Recommended HOME funding $40,086 <br />CDBG and HOME 2000 5 <br />�I <br />
