The City is requesting a <br />seed loan of $284,000 to facilitate the $1�500,000 revitalization. <br />Recommended CDBG funding �284,000 <br />Employment OpportunitieslJob Training Services <br />ContinuationPros�rams <br />Women Achieving New Directions (WAND), a Division of Employment Action Center. <br />The WAN D Pmgratn h�s been serving suburban Ramsey County for several years and <br />has mod'�'ied its progremming to better coordinate with public programming. with <br />welfare reform, WAND is uniquely positioned to help those women who are going off <br />TANF to gain skills, tools and confidence to upgrade from entry level jobs and to <br />achieve self-sufficiency through career laddering. Comprehensive employment <br />services will be provided to 16 working poor women from suburban Ramsey County. <br />The project"s goal is to enable 60% of the low income women served by the program to <br />increase their earned income by an average of 30% through career advancements with <br />their current employers, or through a job change. As of February 2000, 62% of the <br />women completing the program increased their incomes by 32% (salaries rose from an <br />average of $15,560 to $20,600.)CDBG funds of $24,000 will contribute to the overall <br />anticipated project cost of $60,000. <br />Recommended CDBG funding $24,000 <br />Ramsey County Business Loan Program. The Ramsey County Housing and <br />Redevelopment Authority provides gap financing for new or expanding businesses <br />primarily for purchase of capital assets: real estate or machinery and equipment. <br />CDBG funds will be used to retain and create jobs in Ramsey County. At least five (5) <br />full-time equivalent jobs must be created and more than half of the jobs must be <br />available to low and moderate income workers. Due to increasingly higher costs for <br />property acquisition and more expensive, technology-driven equipment, the maximum <br />CDBG business loan will be increased to $300,000. Loans are typically made at 2 <br />percent below the prime rate with terms consistent with private financing. Repayments <br />are recycled into new loans. Ramsey County expects to receive $205,000 in program <br />income and fees to apply to the business loan program in FY 2000. Additionally, <br />$20,410 of unspent prior year CDBG money is available, and $303,500 of FY 2000 <br />money is recommended. <br />Recommended CDBG funding $528,910 <br />CDBri and HOME 2000 4 <br />/ <br />
