<br />Weatherization and Energy Conservation Improvements $300,000
<br />Program Income $40,000
<br />The Environment and Energy Resource Center (EERC) implements a deferred repayment loan program for energy
<br />conserving home improvements including window replacement, insulation, and water heaters. Suburban households
<br />with incomes less than 80 percent of the median income ($47,800 for a family of four) in the metropolitan area may
<br />qualify for up to $7,000 in financing. EERC funding is also used for emergency improvements such as when a
<br />furnace must be replaced in the middle of winter. Funds are c�mbined with MN Housing Finance Agency, NSP, and
<br />projected program income of about $40,000 to efficiently address improvements designed to reduce fuel and other
<br />housing costs, maintain property values and stabilize neighborhoods. Since 1986 when the program was started,
<br />EERC has performed energy audits and made weatherization improvements to 507 homes in suburban Ramsey
<br />County. Recent marketing efforts have resulted in increased demand for this program. FYPS -$300,000
<br />Residential Owner-Occupied Rehabilitation $150,000

<br />Program Income $80,000
<br />Ramsey County, through a contract with Saint Paul PED, will make approximately 30 deferred loans available to
<br />very low income ($3 1,800 for a family of four) single-family homeowners in the suburban area. Rehabilitation loans
<br />may be made for up to $15,000; however since the program began in 1988, the average loan has been $9,950. This
<br />includes $150,000 from FY99 Allocation, $50,000 unspent from an earlier allocation for small multi-unit suburban
<br />properties rehabilitation projects, and $80,000 in anticipated Program Income. Since 1986 when the program was
<br />initiated. PED has inspected and rehabilitated more than 232 homes in Suburban Ramsey County. Recent marketing
<br />efforts have resulted in increased demand for this program. FY98 -$247,410
<br />Technical Assistance for Rehabilitation: Pilot Project (New) $20,000
<br />Falcon Heights, Lauderdale, Mounds View and Roseville would like to participate in a pilot project, which provides
<br />technical assistance to homeowners wishing to rehabilitate their homes. This funding will allow the establishment of
<br />a pilot program, including a"One Stop Shopping" phone number, staffed by EERC, which will provide callers with
<br />information on all rehabilitation programs available county-wide including the City of St. Paul. (The City of St. Paul
<br />will collaborate with Ramsey County on the phone resource.) These communities have expressed a willingness to
<br />participate financially in order to ensure the success of the project.
<br />Share A Home �21,000
<br />Lutheran Social Services will use the allocation in combination with other sources of Funding for staff who match
<br />elderly, handicapped, single-parents and other low income families with housing and those who need it. This enables
<br />older homeowners to remain in their homes. A minimum of 26 matches are expected which prevent the unnecessary
<br />placement of individuals in nursing homes, aid the progress of single parents toward self-sufficiency and reduce
<br />potential for homelessness.. FY98 - $16,000
<br />Northeast Residence-Respite Care Home (New) $50,000
<br />CDBG funds will be used to help Northeast Residence, a non-profit corporation, acquire a lot in Little Canada in
<br />order to build a new respite care facility for developmentally disabled children and adults. The facility is expected to
<br />serve approximately 100 persons per year, and will be a national model.
<br />Neighborhood Revitalization/New Proiects
<br />Multi-Family Housing Crime Prevention- Mounds View/I`.ew Brighton $25,000
<br />The Cities of New Brighton and Mounds View are collaborating on a Crime Free Multi Family Housing Program.
<br />CDBG funds will be used to provide incentive assistance for crime-preventibn exterior improvements, such as
<br />lighting or landscaping. Incentive grants are estimated at $10 per unit, $50 per building, with a maximum amount of
<br />S 1,900 per building. Although the cities of Mounds View and New Brighton will not provide direct funding to the
<br />pilot project, various city departments will contribute time and expertise including property inspections and technical
<br />assistance, certification training, promotion and management.
