Attachment B <br />Pilot Replacement Housing Project — Mounds View $75,000 <br />Mounds View, working in conjunction with Habitat for Humanity, will, through voluntary acquisition, purchase and <br />demolish blighted and/or substandard houses to be replaced with affordable homes though Habitat for Humanity. <br />The City will provide an anticipated $60,000 in Tax Increment revenues and is seeking funding from the Mimlesota <br />Housing Finance Agency to expand the program. <br />Emdovment Ouaortunities/�ob Traintne Services <br />Ramsey County Business Loan Program 5434,591 <br />Progrumincome $190,000 <br />The Ramsey County Housing and Redevelopmen� Authority provides gap financing for new or expanding businesses <br />for real estate and/or purchase of capital equipm..nt. CDBG funds will be used to facilitate the creation/retention of <br />jobs in Ramsey County. At least five full-time jobs must be created or retained for each loan and at least 5 1% of <br />those jobs must be available to low or moderate income workers. Loans are repaid a� below -market interest rates <br />and terms consistent with private financing. Fifteen loans ha�e been made resulting in over 150 new/retained jobs. <br />Reinvestment of an additional $190,000 in program income will bring the estimated funds a�ailable for new loans in <br />1999-00 to $624.59 1. With this level of funding, the Ramsey County HRA expects to be able make 3-5 new loans. <br />FY98 - $350,000 <br />Job Training - Women Achieving New Directions $24, 000 <br />The Employment Action Center will provide comprehensive employment training to 12-15 working women in <br />suburban Ramsey County who are eligible for welfare benefits (MFIP) and are the sole support of their children. The <br />project, in partnership with the Ramsey County Welfare-to-Work projects at the Roseville Workforce Center and the <br />North St. Paul Workforce Center, is designed to enable at least 60 percent of the participants to increase their earned <br />income by 25 percent through career advancement. Participants attend a series of warkshops, receive one-on-one <br />career assessments, and benefit from mentoring relationships with other women in similar fields. With Ramsey <br />County CDBG, WAND has helped 46 women who have increasing their earnings by an average of 30 percent. <br />FY98-$20,000 <br />Miscellaneous <br />Residential Family Service Center <br />Transportation for Children (New) $40, 000 <br />Ramsey County will provide resources to help acquire a van far the transportation of children living in the family <br />service center to school in either the Maplewood/N. St. Paul School District, or the previous home district. <br />Developmental Resources (New) $65, 000 <br />Ramsey County will provide age-appropriate play and learning equipment for a range of ages. This will include <br />some outdoor play equipment and equipment for an after-school tutoring resource center for children living in the <br />Family Service Center. <br />Planning, Administration, and Monitoring $286,200 <br />Entitlement communities are required to have to set aside an amount equal to 20% of their CDBG allocation for <br />administrative costs. Ramsey County uses CDBG funds to meet this requirement. Many communities use local <br />resources. Administrative costs include legal, financial management, planning, monitoring, technical assistance and <br />program administration. Ramsey County will man..i,e the implementation of the program and coordinate the use of <br />CDBG funding in compliance with federal laws and regulations. Specific line items related to the administrative <br />budget have been prepared and submitted for internal review by the Board of Commissioners, the County Manager, <br />and Budget and Accounting.
