PROPOSED USE OF FY 97 � <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br />Decent. Safe. Affordable Housin� <br />Weatherization and Energy Conservation Improvements $35gp0p <br />The Environment and Energy Resource Center (EERC) implements a deferred repayment loan prOgram for energy <br />conserving home improvements including window replacement. insulation, and water heaters. Suburban households <br />with incomes less than 80 percent of the median income for the metropolitan area (543,500 for a family of four) may <br />qualify for up to 57�000 in financing. EERC funding is also used for emergency improvements such as when a furnace <br />must be replaced in the middle of winter. Funds are combined with MN Housing Finance Agency, NSP, and projected <br />program income of about $13,000 to efFieiently address improvements designed to reduce fuel and other housing costs, <br />maintain property values and stabilize neighborhoods. <br />Since 1986 when the program was started, EERC has performed energy audits and made weatherization improvements <br />to 380 homes in suburban Ramsey County. This allocation will bring the total funds made a�ailable to weatherization <br />improvements to 52,22 1,000. <br />Residential Owner-Occupied Rehabilitation $166,643(FY97�l�nds) <br />$291,570 (FY 96 �lmds) <br />Ramsey County through a contract with Saint Paul PED will make approximately 40 deferred loans a�ailable to very low <br />income single-family homeowners in the suburban area. Rehabilitation loans may be made for up to S 15,000; however <br />since the program began in 1988, the average loan has been $9,950. The program witi also be using $291,670 in <br />previously allocated funding plus program income of an estimated $20,000 resulting in a�ailable funding for the fiscal <br />year of $450,000. <br />Since 1986 when the program was initiated, PED has inspected and rehabilitated more than 225 homes in suburban <br />Ramsey County. This allocation will bring the total funds committed to maintaining and improving the e�sting housing <br />stock to $2,115,866. <br />Affordable Housing - Share A Home $15,000 <br />Lutheran Social Services will use the allocation in combination with other sources of funding for staff who match elderly, <br />handicapped, single-parents and other low-income families who have housing with those who need it. This frquently <br />enables older homeowners to remain in their homes. A minimum of 26 matches are expected which prevent the <br />unnecessary placement of individuals in nursing homes, aid the progress of single parents toward self-suffkiency and <br />reduce potential for homelessness. <br />Safer Homes - Burn/Fire and Carbon Monoxide Prevention $ I5,000 <br />Ramsey County Public Health will use funding to educate families served by the WIC Program about the dangers of fire <br />and scalding and carbon monoxide. Families will receive smoke detectors, hot water gauges, and/or CO detectors and <br />instructions on their use at the 12 suburban clinic locations.
